Can an expense paid with a personal card be reimbursed?

Yes. Paying with a personal card does not change the business purpose of an expense. Attach the receipt, record that you paid personally and claim only the business portion. The invoice must include the required information, particularly for VAT recovery.

Can a personal expense be paid with a company card?

The company card should be used for business purchases. If you use it accidentally for a private purchase, report it and repay the company. Record it as a personal amount to be settled, rather than as a business expense.
